Exemption from certification obligation for temporary/incidental diving work for non-EU professionals.
On November 8th 2023, the Dutch Ministry of Social Affairs and Employment agreed to allow professionals from non-EU countries to apply for a Proof of Assessment for temporary and incidental diving work in the Dutch sector.
The professional qualification must be equivalent to the Dutch certification requirements. Both in terms of professional competence certificates and ongoing professional experience (logbook).
The diver must also possess a valid equivalent diving medical examination. The equivalence of the medical examination must be recorded in a list by the Working Under Overpressure Foundation.
Before work can be started it must be assessed whether all conditions are met. This is done by the NDC-CI.
The proof of equivalence, Proof of Assessment non-EU, is provided once per calendar year, for a maximum period of 40 consecutive days.

Subsequently: when assessing an application for a work permit, the UWV checks whether sufficient attempts have been made by the employers concerned to find persons with the required qualifications in the Netherlands or other EU/EEA member states.
